How to build a tender response template in Word
Build it as a .dotx with heading styles mapped to the evaluation criteria, an automatic table of contents, compliance response tables, content controls for the fields that change with each bid, and capability statements saved as Quick Parts. Check it with Review > Check Accessibility, because Australian government agencies require accessible submissions.
How should the template be structured against the evaluation criteria?
Mirror the request document exactly. If the RFT lists criteria as 3.1 Capability, 3.2 Methodology and 3.3 Value for Money, the template carries those numbers and those words as Heading 2 paragraphs in that order.
Evaluation panels score against a matrix, and time spent hunting for your answer to criterion 3.2 is time not spent scoring it. Set up a front section for the covering letter, executive summary and mandatory forms, then a criteria section that matches the schedule, then appendices for CVs, certificates of currency and referees.
Why do heading styles and an automatic table of contents matter when a panel is scoring you?
The contents page is built from heading styles. Apply Heading 1 to Heading 3 properly and References > Table of Contents > Custom Table of Contents produces a contents page with accurate page numbers that updates with F9 when the document changes.
Heading styles also generate the PDF bookmark panel when the file is exported with File > Export > Create PDF/XPS and Document structure tags for accessibility ticked. Documents where headings were created by bolding text produce no bookmarks and no working contents page.
How do compliance response tables work?
Most Australian procurement schedules ask for a line-by-line compliance response. Build a table style for it with four columns: requirement reference, requirement, compliance status and response or comment.
Put a drop-down list content control in the compliance status cell offering Fully compliant, Partially compliant and Non-compliant, so the wording is consistent across hundreds of rows and across every author. Turn on Table Design > Header Row and set Table Properties > Row > Repeat as header row at the top of each page, so the column headings repeat when the table runs over pages.
Which fields should be content controls?
Everything that changes with each submission. Turn on the Developer tab through File > Options > Customise Ribbon, then use Developer > Plain Text Content Control for the tender number, the agency name, the contract title and the bid manager, and a Date Picker Content Control for the closing date.
Give each control a Title and a Tag in Developer > Properties, and set the same tag on every instance so one entry populates the cover, the header and the declaration forms. Use a Repeating Section Content Control for referees and project experience entries, so a bid writer adds a fresh block with one click.
Wrap the boilerplate in Developer > Group and apply Developer > Restrict Editing with Filling in forms, so the bid team can type into the response areas and cannot alter the approved structure.
How do you handle capability statements and reusable content?
Save approved company content as Quick Parts. Select the text, then Insert > Quick Parts > Save Selection to Quick Part Gallery, and set Save in to your tender template rather than to Building Blocks.dotx so the library travels with the template.

How do you keep the response inside a page limit or word count?
Page limits are commonly enforced by evaluators discarding anything past the limit. Give each criterion its own section so you can select the response and read the count in Review > Word Count.
Carry the page limit for each criterion as guidance text inside a content control, and tick Developer > Properties > Remove content control when contents are edited so the instruction disappears as soon as writing starts.
Does the submission need to be accessible?
Australian government agencies work to WCAG 2.1 Level AA, and accessibility requirements are frequently written into the conditions of participation, so an inaccessible submission carries a compliance risk of its own.
Run Review > Check Accessibility and clear every error. Add alt text to logos, charts and diagrams, use real tables with header rows instead of tabbed layouts, avoid placing text inside images, set the document language under Review > Language, and keep colour contrast at 4.5:1 for body text.
How do you manage version control across a bid team?
Keep one master document in a SharePoint or Teams library and co-author in it. Version history gives you a restore point, and the bid manager owns the template so nobody rebuilds the structure the night before lodgement.
Where sections must be written separately, build each one from the same .dotx and combine them at the end.
